Function of Position:

The Program Coordinator/Instructor is a combined teaching, administrative, and customer service position. A key responsibility of this position is to understand the issues facing law enforcement and develop a consensus among many agencies regarding training solutions to address these issues. This position is responsible for program development, coordination, and instruction of training programs for law enforcement and other public safety agencies. The Program Coordinator also assists other instructors with the development and implementation of teaching methods, educational materials, and the utilization of instructional technology to enhance learning. Other key operational responsibilities include advancing customer relations with participating agencies, managing financial operations of the in-service program, and coordinating the registration of in-service courses. These responsibilities may encompass law enforcement, emergency medical services, fire service, homeland security, and other public safety disciplines. The Program Coordinator/Instructor reports to the Dean of Public Safety Programs.

Examples of Duties & Responsibilities:

  • Coordinates all aspects of a course from its development, creation of instructional materials, promotion of the course, obtaining necessary resources, identifying and scheduling instructors, student assessment, and delivery of instruction
  • Assists instructors and other course developers with issues related to instructional design and the implementation of technology in learning, including but not limited to adult learning methodology, lesson plan development, student exercises development, student assessment, and multimedia learning resources
  • Applies principles of customer service to the agencies served by the program
  • Ensures compliance with New York State Division of Criminal Justice Services (NYSDCJS) standards for Municipal Police Training approved courses
  • Maintains awareness of emerging law enforcement trends and issues
  • Identifies future needs and trends in law enforcement and proposes solutions to meet those needs by developing and implementing new educational programs and/or training initiatives
  • Evaluates instructors and their methods, curriculum, exercises, and student assessments
  • Performs all responsibilities of the position either independently or as a member of a team
  • Provides qualified expertise in law enforcement areas such as tactics, physical fitness, defensive tactics, firearms, reality-based training and areas as appropriate to the program coordinator’s background, credentials, and experience
  • Instructs in courses or topics, as appropriate to the coordinator’s experience and credentials
  • Seeks grant funding as appropriate
  • Represents the Public Safety Training Facility to other groups and professional organizations
  • Supervises Technical Assistant(s), Instructors, and other support personnel, as required
  • Maintains documentation of training, objectives, lesson plans, media, and testing instruments for programs, as required
  • Coordinates Special Team training as requested by Monroe County law-enforcement agencies
  • Manages the law enforcement in-service training budget
  • Performs other functions as assigned by the Dean of Public Safety Programs

Required Qualifications:

  • Earned bachelor’s degree in criminal justice, public safety administration, education, instructional design, or related discipline from a regionally accredited higher education institution
  • Full-time experience as a sworn law enforcement officer; this experience must include extensive experience in responding to calls for service, patrol, or investigation of crimes
  • Prior teaching or training experience in a relevant field
  • Ability to work both independently and as a member of a team
  • Commitment to the value of customer service
  • Understand the foundations of effective police supervision and management as demonstrated by experience as a full-time supervisor and/or manager in a law enforcement agency
  • Knowledge of current trends and issues facing law enforcement
  • History of continuing professional development
  • Professional writing and verbal communication skills
  • Project management skills (including but not limited to: leadership, negotiating, scheduling, task management, and quality management)
  • Competency with personal computer-based word processing, presentation, and spreadsheet software

Preferred Qualifications:

  • Earned master’s degree in criminal justice, public safety administration, education, instructional design, or related discipline from a regionally accredited higher education institution
  • Graduate of the FBI National Academy
  • Instructor/teaching credentials or certifications
  • Experienced and effective program manager
